Barre, MA Marijuana Bylaw Review Committee

CHARGE
BARRE MARIJUANA BYLAW REVIEW COMMITTEE BARRE, MASSACHUSETTS
The Board of Selectmen of the Town of Barre hereby charges the Barre Bylaw Review Committee with the following responsibilities and duties:
1. The election of officers including at least a Chairman and Secretary.
2. The recording of minutes and votes of all meetings as prescribed by the Open Meeting Law. Minutes are to be signed by the Secretary of the Committee upon approval of Committee and copies of the minutes submitted to the Town Clerk as prescribed in the Town Bylaw.
3. The Committee shall comply with the “Open Meeting Law”.
4. The Committee shall be governed by the “Conflict of Interest Laws”.
5. The Committee shall be composed of no more than seven (7) regular members and two (2) alternate members. Alternate members may participate in discussions but will only hold voting rights in order to maintain a quorum. Members will be appointed by the Board of Selectmen with terms expiring on June 30t h of each year. The Barre Marijuana Bylaw Review Committee will disband at the passage of Marijuana Bylaws at Town Meeting.
6. The Committee shall review the bylaws presented at the December 11, 2018 Special Town Meeting. The Committee may markup and provide comments on the Bylaws drafted by the Board of Selectmen and Planning Board relative to general bylaws and zoning bylaws.
7 . The Committee will present the final recommendations of their review to both the Board of Selectmen and Planning Board prior to April 1, 2019.
8. The Committee is encouraged to reach out to various stakeholders including residents, business owners and potential developers for input on proposed bylaws relative to Marijuana use. The Committee will recommend changes to the Bylaws to make them efficient for administration and development.
9. The Board of Selectmen may disband the committee if they deem it necessary.
10 . This charge may be amended by the Board of Selectmen at any time. Date Approved: __1/22/2019_____________
