CHARGE
FIRE STATION BUILDING COMMITTEE
BARRE, MASSACHUSETTS
Whereas the Town of Barre has determined the need for a new Fire Station, and
Whereas the Board of Selectmen wishes to delegate the oversight of planning, design and
potential construction to a committee competent to the task,

The Board of Selectmen of the Town of Barre hereby charges the Fire Station Building
Committee with the following responsibilities and duties:

1. The election of officers including at least a Chairman and Secretary.

2. The recording of minutes and votes of all meetings as prescribed by the Open Meeting Law.
Minutes are to be signed by the Secretary of the Committee upon approval of Committee and
copies of the minutes submitted to the Town Clerk as prescribed in the Town Bylaw.

3. The Committee shall comply with the “Open Meeting Law” and the “Uniform Procurement
Law”.

4. The Committee shall be governed by the “Conflict of Interest Laws”.


5. The Committee shall be composed of up to seven (7) regular members including the Fire
Chief, two (2) members of the fire department, and four (4) town residents and one (1) town
resident to serve as an alternate member. The alternate member will not have voting rights
unless filling in for one of the seven regular members, if they are absent from a meeting. A
quorum of the board is based on seven (7) members; a minimum of four (4) members is
necessary to conduct business at a posted meeting. Members will be appointed annually with
terms expiring on June 30
th
of each year or until the completion of the public safety building.
6. The Committee shall oversee guide the development of a feasibility study and to provide
recommendations/alternatives to the Board of Selectmen for the renovation and/or
replacement of current Fire Department facilities
7. The Committee shall oversee the project details, and may include the following:

a. Assist in determining feasible locations for housing the Fire Departments.
Determination should include consideration of the space needs and a locations that are
centrally located and best suited for the operation of emergency services;

b. Working with the Town Administrator to prepare a RFQ for
Architectural/Engineering (A/E) feasibility and conceptual design services;
c. Reviewing the responses to the RFQ and interviewing A/E firms;
d. Making a final recommendation to the Board of Selectmen for awarding of the
feasibility contract;
e. Overseeing the work and acting as liaison between the Board and the contractor.
10. It is anticipated that the feasibility study phase will take twelve months with the expectation a
recommendation be made prior to the 2021 Annual Town Election in the event a debt
exclusion vote is required.
11. The Board of Selectmen may disband the committee if they deem it unnecessary.






12. This charge may be amended by the Board of Selectmen at any time.
