Requested by Peter Groul, 1233 Main St., Chatham Review draft letter to MassDOT on 4/30/15 -Request for Discharge/Pick up area at Orpheum Theater Entrance 637 Main Street Chatham Orpheum Theater/Kevin McLain -Request for Comment – Pedestrian Safety (crosswalks & signage) Main Street – downtown area Chatham Committee for the Disabled/John Poignand, Chairman -Request for Reduced Speed Limit Signs & Pedestrian Signs Shore Road (Barcliff Ave – Chatham Bars Ave) Requested by Chatham Police Department/Deputy Chief John Cauble -Request for Pavement Markings and permanent Speed Device Old Comers Road at Old Queen Anne Road Requested by David Morrison, 121 Old Comers Road -Request for Comment/Review/Actions ( 9 items) Re: Rte 28 at it exists & proposed 25% Design Route 28 – West Chatham (Barn Hill Rd – George Ryder Rd) Requested by David C. Burns MD / West Chatham Association, Inc. 1. To review traffic reports provided by Chatham Police Department. (This roadway is safer than many others intersections in Chatham), for safety and other reasons, more than 90% of businesses in this area oppose the elimination of the turning lane, as well as the proposed roundabouts. Current roadway has served the community for over 40 years 2. For safety reasons, we request consideration for real "life" testing by reducing roadway to two (2) lanes in July, including setting up temporary roundabouts at both intersections (BH & GRRs). The testing should be done for a period of at least one week if not two (2) weeks. Mr. Tom Currier (MassDOT) did agree that this could be possible. 3. Review simulation study created for wcroadwaydesign.com at 1 hour and 55 seconds of the MassDOT 25% design study meeting. This shows a car from the east making a turn (without a turning lane) into Post Office Square being hit broadside by a car from the west. Consider how unsafe the proposed design is. 4. Stake proposed roadway and perimeter of roundabouts so that the area of impact can be seen and evaluate same for safety concerns. 5. Review area of study. Were cars going to and from Hardings Beach or trailered boats going to Oyster River boatyard and Town Landing included? Unless all vehicles are included, which we do not believe they were, how can safety be measured? 6. Was area to the east and to the west of the roundabouts studied for impact on safety and on traffic? Ability of police and fire to get through the traffic backups entering the roundabouts along the entire Rte. 28 corridor to the east and west. If not, this data is needed 7. Consider impact on safety of two 5 foot road shoulders for bike traffic that end in less than 1000 feet. (There is no bike shoulder east or west of the neighborhood center. The 10 foot bike 'boulevard' ends at a roundabout) 8. Consider Florida DOT Report, WPI# 0510824: bicyclists do not receive the same safety benefits from utilizing roundabouts; bicycle accident rates at roundabouts are 15 times those of cars. 9. Consider the impact on safety on those vehicles entering or exiting George Ryder Road South, as George Ryder Road So. would be only 50-60 feet from the entrance of the roundabout. -Request for Signage, Speed Bumps, Tour Bus control, crosswalk… ( 8 items) Requested by Winifred Lear / Old Village Association 1. Hallett Lane – One Way going west from Main to School Street and maintaining one side of the street parking 2. Clarify the detour signs for visitors to town 3. Create a three way stop at the intersection of Shore Rd. and East Main where there is now a confusing and dangerous two way stop 4. Have police presence at the lighthouse overlook as well as Silverleaf and Main St. to direct traffic between the hours of 9am and 6pm from Memorial Day through Labor Day 5. Ban and / or control number and sizes of tour buses at the overlook or limit the hours 6. Establish a crosswalk between the Lighthouse sidewalk and overlook. Our suggestion is that the best location might be between northern part of the Lighthouse sidewalk in the area of the Monument and the most northern part of the parking lot next to the Fischer home.( this is the narrowest area and seemingly the safest for pedestrians) 7. Reduce speeding on School Street by installing temporary seasonal speed bumps 8. Place "no buses, no large trucks " sign at Main St. and Silverleaf Ave. These vehicles can not make the turns on Water Street and are forced to back up into the traffic across from the Beach Club Adjournto
