Agenda: | YOU ARE INVITED TO A PUBLIC MEETING to discuss Proposed Amendment #3 to the CMMPO Endorsed 2011 to 2014 Transportation Improvement Program For information purposes and in accordance with the Central Massachusetts Metropolitan Planning Organization (CMMPO) formal Public Outreach Program, the Central Massachusetts Regional Planning Commission (CMRPC) invites the public to attend a meeting to discuss proposed Amendment #3 to the CMMPO Endorsed 2011 to 2014 Transportation Improvement Program (TIP) highway‐related project listing. The meeting will be held on Tuesday, May 10, 2011 at 5:00 PM in CMRPC’s conference room, 2nd Floor, Union Station, Washington Square, Worcester. The TIP is the listing of all transportation projects in the planning region, both highway and transit, programmed to receive federal‐aid funding. The proposed amendment calls for the redistribution of existing project funding to allocate Transportation Enhancement (TE) category funding to approved current FY 2011 projects in Northborough (town center) and Worcester (Belmont Street West). The addition of TE funding will not increase the total funding programmed for each CMMPO endorsed project. Further, use of the TE funding available to the region will also result in the addition of statewide MassDOT incentive funding ($130K) to the FY 2011 highway‐related project listing. The CMMPO also proposes that any such additional regional funding target monies made available through the inclusion of eligible Enhancement activities and updated cost estimates will be used for programmed improvements to Route 20 in Northborough and Shrewsbury. Due to the recent fire that destroyed the Rome Building in Worcester, it is proposed that all Blackstone River Valley Visitor Center funding earmarks be moved forward to FY 2013 in order to preserve project funding. Also, the CMMPO proposes moving a portion of the Blackstone Canal Replication earmark ($75K) from FY 2014 into FY 2012 for use in design and placing the remainder ($660K) into FY 2013 for construction. This meeting is considered an excellent opportunity for the public to both comment and provide input specific to the proposed Amendment #3. Time will also be available for questions and answers.
