CALL TO ORDER 
  I. HEARING FOR VISITORS - The  
     general public is invited to 
     speak on any issue.  Except in
     matters of extreme emergency, any
     matters which are raised will be 
     referred to the administrative 
     staff or an existing Board  
     committee, if any, for study and 
     recommendation before any 
     definite action takes place.  
     According to Massachusetts 
     General Law Chapter 39, Section 
     23C, no person shall address a
