Call meeting to order at 6:30 p.m.

18 Common Street Committee; Donald Faugno , Lois O’Leary .
As a group, Trustees, Director and Historical Commission representatives we should draft a mission statement, and policies and procedures, rank of authority.  Operating costs, use of space library material housed at Felton, is only library staff accessible, same as historical commission materials, etc.
Donald has drafted a collections and furniture, square footage usage of 18 Common Street for the CIPC, Trustees and commission.  We have a suggestion for a tear down of the barn and rebuild new (perhaps recycling post and beams if pass inspection), larger and with all the ADA requirements over a three-year time period, staying under the $100,000 threshold.  Thoughts and discussion?
Matt is working on the list of projects necessary according to the Home Inspection and prioritizing projects over a four-year period. He suggested we have a survey of the property completed also.
18 Common Street:  Current key holders are Matt Bansfield (Trustee), Margaret Aubin (Custodian), Carol Plumb (Trustee, Historical Commission & Community Club), Library staff, Brenda Metterville (Library Director), Donald Faugno (Historical Commission), Rosie Kadelski (Friends of the Library and Cultural Council), Karen Reynolds (Chair, Friends of the Library), Heather Regan (Girl Scouts), Bill Simpson (Sr.) (Cultural Council).
Organizations currently using 18 Common Street for meetings:  Banister Book Group, Brookfield Historical Commission, Friends of the Library, Brookfield Community Club, Brookfield Cultural Council, Council on Aging, Girl Scouts.
Review Minutes from May 13, 2019.  Motion by, 2nd, all in favor of edits approved.
Ratify Library payroll FY19 warrants dated, May 16 and May 30. FY20 warrants dated, July 11, 25, and August 8, 22 and September 5, 2019.
Ratify Library Expense FY19 warrants, May 15 and 23, June 12 and 26, 2019. FY20 June 18, July 10, 17 and August 13, 2019.
Ratify Library Utilities (Nat. Grid gas). Laurie (New town accountant) has recommended applying to Advisory and BOS for Municipal Transfer. $650. As of May 30, 2019, this account has a deficit of $543.05, the May 6 invoice was $130.32.  This account was established FY19. FY20 warrants dated, July 17, 2019.
Ratify Library State Aid for 18 Common Street, May 15, June 13.  FY20 warrants dated July 17, 2019.
Ratify Library Book FY19 warrants dated, May 23 and June 4, 16 and 18 2019. FY20 July 17, 30, August 27, 2019
Motion by, 2nd, all voted in favor.
Worcester Telegram and Gazette has been renewed. Started May 31 for 13 weeks.
Other business:  
Julia Taylor has a second (primary library job) in Gardner, she is making $4.00 more an hour and working 15 hours per week.  We have a copy of the Collins Center (UMass) report on the evaluation of the Town of Brookfield employees, all departments.  Brenda would like to invite the Personnel Board to October’s meeting to outline a process and to use this tool, report, to adjust the salaries of this department over a three-year period. 
The Friends of the Library received a $3000 donation from the Arthur H. and Elizabeth A. Jay Fund of Greater Worcester Community Foundation for “library needs.”
Library Building Needs: 
 Cathy Larocca (Grant writer) is looking into getting estimates for the town hall ramp and the Library ADA ramp, both of which needs to be replaced.  There is a grant opportunity with no matching funds needed.
Estimates to paint interior of library for FY21.
Next meeting will be Monday, October 7 (the 14th is a holiday) at 6:30 p.m.
