7:05 p.m.	Thomas Riordan to discuss a transfer and pledge of license for Periwinkles at 74 Main Street.

7:15 p.m.	Matt Coogan to discuss possible purchase of streetlights from National Grid.

7:30 p.m.	Sandy & Richard Osborn to discuss parking at Conomo Point.

7:45 p.m.	Chief Peter G. Silva:  Further discussion relative to the revision for the Harbor Regulations and further consideration regarding the future placement of “mud” moorings.

Brendhan Zubricki:  Presentation of his Town Administrator’s Report for the period August 12th through August 25th, 2017, regarding the following:  
•	Finalization of Request for Proposals for Centennial Grove Master Plan
•	Update Concerning Status of Army Corps of Engineers Study
•	Review of Options for Possible Relocation of Shipbuilders’ Memorial
•	Use of Conomo Point Park Float for Certain Mooring Holder Dinghies
•	Town Hall Sprinkler Pipe Painting and Library Ramp Lattice Work
•	Preliminary List of Possible Topics for Fall Town Meeting
•	Update Concerning Fiber Optic Municipal Network
•	FY18 Pedestrian and Bicycle Safety Enforcement and Equipment Grant
•	FY18 MIIA Loss Control Grant Program
•	FY18 Coastal Resilience Grant Award
•	Migration from Code Red to Swift Reach Notification System
•	Coordination of Invasive Plant Removal Assessment Work

	Approve the weekly warrant in the amount of $.

	Approve the minutes for the Selectmen’s August 14, 2017, Open Meeting and Executive Session.
	Vote to accept three gifts to fund the purchase of three memorial benches to be placed in the new northern Conomo Point Park from Nina Fletcher, Laura Matson, and Carol and Harlan Wendell, Jr.
	Ratify Chairman’s signature of a letter of support for the North Shore Alliance for Economic Development’s application for funding under the State’s Regional Economic Development Organization Grant Program.
	Further consideration of possible prohibition of clam harvesting on Sundays.
	Review Jessica Webb’s resignation letter from the Council on Aging.
	Consider a recommendation to appoint Christian Mont to the position of Special Police Officer, contingent upon testing and successfully completing drug and medical screening.
	Sign a thank you letter to Barry O’Brien regarding Town Hall audio and video systems.
	Conomo Point Matters:
•	Discussion relative to configuration of water access stairs at the Conomo Point Park.
	Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.

Executive Session Expected:  
•	Discussion of pending litigation concerning the case of the Town of Essex v. William Allen, Essex Superior Court C.A. Nos. ESCV2002-00352, ESCV2006-00313, and ESCV2007-02096.

Licensing Board:
	All Alcohol Restaurant License:
•	Further discussion relative to alcohol service violation, Woodman’s, Inc. Lobster Pool.
•	General discussion regarding how liquor license violations are handled in other communities.
	
	Auction Permit:
•	Blackwood March Antiques, Michael March, for use on Tuesday, September 26, 2017, between the hours of 10:00 am and 10:00 pm, within the confines of 125 Main Street.

	One-Day Entertainment License and Waiver of Fee:
•	Essex Police Department, Peter G. Silva, for use on Friday, September 8, 2017, between the hours of 7:00 p.m. and 9:30 p.m., within the confines of Memorial Park.
	



	One-Day Entertainment License:
•	Cape Ann Chamber of Commerce, Ken Riehl, for use on Saturday, October 21, 2017, between the hours of 11:00 a.m. and 4:00 p.m., within the confines of Memorial Park, 35th Annual Essex Clamfest.
