4.  Discuss utilizing a National Grid energy audit for affordable income qualified senior residents. The mitigation money would pay the cost of energy upgrades with a three or five year payback. Would it be modeled on the septic loan program with a lien on the property and payback yo keep it revolving or an outright grant?
