7:30 p.m.	McGinley, Kalsow & Associates to Present Results of Folsom Pavilion Design Options and Cost Study with the Selectmen and the Essex Historical Commission.

Brendhan Zubricki:  Presentation of his Town Administrator’s Report for the period September 10th, through September 23rd, 2016, regarding the following:

•	Town Hall Exterior Light Post/Lamp Restoration Change Order
•	General Contractor Change Order Proposal for Library Custom Furniture
•	Replacement of Old Town Hall Bubbler
•	Miscellaneous Plumbing and Bathroom Cabinet Change Order Proposal

	Approve the minutes for the Selectmen’s September 12, 2016 Open Meeting.
	Discuss meeting schedule for month of October, currently 10/3, 10/17 (signing FTM warrant), 10/31.  November 14 (FTM) and 28.
	Continued discussion regarding seating count management at Riversbend Restaurant, as related to liquor license conditions.
	Accept gift from Mr. William Taylor in the amount of $1,000 for landscape maintenance of Town of Essex public spaces.
	Vote to hold the Special Town Meeting known as the Fall Town Meeting on November 14, 2016 at 7:30 p.m. at the Essex Elementary School and open the warrant therefor.
	Consider requesting a proposal from Auditing Firm Clifton, Larsen, Allen (CLA) for an additional, three-year engagement.
	Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.

Conomo Point Matters:
	See correspondence from John Goldsberry requesting that the year-to-year lease offered for Map 108, Lot 46 be adjusted to a twenty-year lease based upon the claim that septic system components for the primary dwelling lot at Map 108, Lot 57 exist on Lot 46.
	Potential signature of deeds for Conomo Point sales on Robbins Island:

Licensing Board:
	Approve a liquor-license-associated change in the DBA for MRG, Inc., a restaurant at 234 John Wise Avenue, from Sandcastles to Boat House Grille.
	Annual, Non-resident Recreational Clamming Permit, Michael Fitzgerald, West Springfield, MA
	Consider action to be taken with respect to seven alcohol licensees after serving alcohol to minors as part of recent police compliance checks:  Fortune Palace, Shea’s Riverside Restaurant, Blue Marlin Grille, Essex Wine Exchange, Periwinkles Restaurant, Riversbend Restaurant, and JT Farnham’s Restaurant.

REMINDER:  The next regular Board of Selectmen’s meeting will take place on Monday, October 3, 2016, at 7:00 p.m. in the second floor meeting room at the Senior Center on Pickering Street.
