o	This option assumes the transfer station will start using “recycling only” stickers and that these recycling-only users will use the existing recycling containers. The attendant will need to keep a closer eye on users to make sure recycling-only users don’t dispose of MSW. This option also includes various additions including universal haz waste shed, HHW shed, etc. 
•	Figure 3: Option 2
o	This option assumes the transfer station will segregate recycling-only users. A closed-top container will be used for paper/cardboard and one open-top container for mixed recyclables (cans, plastic). 
•	Figure 4: Option 3
o	This option assumes haulers will tip recyclables at the transfer station. This includes the addition of a truck scale, compactor and container, electrical services, and block retaining wall. 
4.	Recommendation of Committee for Completion of Work Plan for Next 6-Months (Action Item)

•	Solid Waste and Recycling Committee Meetings:  Coordinate Solid Waste and Recycling Committee meetings including setting the date, creation and posting of agenda items, facilitating the running of meetings and following up on action items.
•	2023 Solid Waste Contract: Facilitate Dalton’s Solid Waste Contract (Starting 7/1/2022), including working with the consultant to define scope of RFP, reaching out to contractors to solicit rfp submissions, acting as main contact to consultant, reporting progress to Town Manager.
•	Community Engagement: Act as primary contact to answer questions and facilitate the distribution of education materials, bins and other solid waste reduction projects to residents and solid waste haulers.
•	Reduction of Solid Waste: Coordinate initiatives that will reduce solid waste and increase reuse and recycling
•	SMRP Dividends Program
Apply for, meet proposed objectives and facilitate reporting for annual DEP Recycling Dividends grant.
By 2/15/2022
o	Notification of Buy Recycled Policy* – send to cathy.doodnauth@mass.gov 
o	2020 and 2021 Recycling and Solid Waste Surveys – submit through ReTRAC
o	2021 RDP Spending Report – submit through ReTRAC

•	Board of Health Liaison: Implement BOH regulations and give updates to the Board of Health, as required.
•	Annual Transfer Station Inspection: Facilitate the annual inspection of the Transfer Station by a third party and send report to DEP.
•	Other duties: Work with Health Agent and Town Manager to identify additional services and outreach that would be beneficial to the Town of Dalton.
