To one of the Constables in the Town of Barre, in the County of Worcester,

GREETINGS:
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Barre, qualified to vote in town elections and town affairs to meet at the Ruggles Lane School Auditorium on

TUESDAY, THE THIRTEENTH OF MAY, 2014
AT 6:30 P.M.

then and there to act on the following articles: 

ARTICLE 1
AMENDMENTS TO APPROPRIATIONS AND SOURCES OF FUNDS FOR FY 2014 OPERATING BUDGET
To see if the Town will vote to amend the appropriations and source of funds for certain accounts for the fiscal year 2014 Operating Budget adopted at the June 2013 Annual Town Meeting; or take any other action relative thereto.

ARTICLE 2
PAYMENT OF FY 2013 BILL
To see if the Town will vote to raise and appropriate, borrow or transfer from available funds a sum of money to pay a FY 2013 Staples invoice; or take any other action relative thereto.

ARTICLE 3
FY 2014 SNOW REMOVAL OT/PT ACCOUNT
To see if the Town will vote to raise and appropriate, borrow, transfer from available funds a sum of money to the FY 2014 Snow Removal Overtime/Part-time Account; or take any other action relative thereto.

ARTICLE 4
FY 2014 SNOW REMOVAL EXPENSE ACCOUNT
To see if the Town will vote to raise and appropriate, borrow, transfer from available funds a sum of money to the FY 2014 Snow Removal Expense Account; or take any other action relative thereto.

ARTICLE 5
FY 2014 SEWER ADMINISTRATION EXPENSE
To see if the Town will vote to transfer a sum of money from the Sewer Enterprise Fund to the FY 2014 Sewer Administration Expense Account; or take any other action relative thereto.

ARTICLE 6
SUV POLICE CRUISER
To see if the Town will vote to raise and appropriate, borrow, or transfer from available funds a sum of money to purchase a new Police SUV cruiser; or take any other action relative thereto.


ARTICLE 7
POLICE CRUISER
To see if the Town will vote to raise and appropriate, borrow, or transfer from available funds a sum of money to purchase a new Police cruiser; or take any other action relative thereto.

ARTICLE 8
POLICE DEPARTMENT ARMORER TOOL BOX
To see if the Town will vote to raise and appropriate, borrow, or transfer from available funds a sum of money to purchase a new Department Armorer’s Tool Box; or take any other action relative thereto.

ARTICLE 9
FIRE CHIEF VEHICLE
To see if the Town will vote to raise and appropriate, borrow, or transfer from available funds a sum of money to purchase a vehicle to replace the 1997 four wheel drive command vehicle used by the Fire Chief: or take any other action relative thereto.

ARTICLE 10
CEMETERY TRAILER
To see if the Town will vote to raise and appropriate, borrow or transfer from available funds a sum of money for the purchase of a trailer for use by the Cemetery Commission; or take any other action relative thereto.

ARTICLE 11
DELETION OF PERSONNEL BYLAW
To see if the Town will vote to delete the Town of Barre General Bylaws, Chapter 84 on Personnel and authorize the Board of Selectmen to replace the bylaw with a Town Personnel Policy Manual; or take any other action relative thereto.

ARTICLE 12
BARRE COMMON ROADWAY LAYOUT
To see if the Town will vote to accept as public ways the roads and ways shown on the Roadway Layout entitled “Roadway Layout Plan of Barre Town Common” prepared for the Town of Barre by Chappell Engineering Associates, LLC dated April 1, 2014 and recorded in the Worcester District Registry of Deeds in Book 906 Page 61; or take any other action relative thereto.

ARTICLE 13
BARRE COMMON ACCEPTANCE OF RIGHT OF WAY PLANS
To see if the Town will vote to accept all Temporary and Permanent easements shown on a plan entitled “Right of Way Plans” shown on a plan entitled “Roadway Layout Plan of Barre Town Common” prepared for the Town of Barre by Chappell Engineering Associates, LLC dated April 1, 2014 and recorded in the Worcester District Registry of Deeds in Book 906 Page 61; or take any other action relative thereto.

ARTICLE 14
To see if the Town will vote to authorize the Board of Selectmen to acquire land parcels and or rights in land parcels for the purpose of obtaining a secure and public right of way.  This will allow for the construction and roadway safety improvements for the Barre Town Common Project.  Further, that the Selectmen may acquire these parcels, or modification of these parcels or other required parcels through all legal means.  This includes donations, purchase or eminent domain.  The subject parcels are currently identified on plans drafted by Chappell Engineering Associates, LLC.  Further, to raise and appropriate, borrow or transfer a sum of money to defray any associated right of way expenses connected with this project; or take any other action relative thereto.


ARTICLE 15
BARRE COMMON FUNDING
To see if the Town will vote to raise and appropriate, borrow, transfer from available funds, or accept available grant funds for the Barre Town Common Project; or take any other action relative thereto.

You are directed to serve this Warrant by posting an attested copy thereof in the bulletin boards at Ruggles Lane School, at the Town Hall and 50 Main Street, South Barre and on the bulletin boards of the Town Clerk, Henry Woods Building, and the Barre Senior Center.
 
Hereof, fail not, and make due return of this warrant with your doings thereon, to the Town Clerk at the time and place of said meeting as aforesaid. Given under our hands this 22ND day of April, 2014 A.D.
