Greetings:
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Barre, qualified to vote in town elections and town affairs to meet at the Ruggles Lane School Auditorium on

TUESDAY, THE SEVENTEENTH OF JUNE 2014
AT 6:30 P.M.

then and there to act on the following articles: 

ARTICLE 1
CHOOSE TOWN OFFICERS
To see if the Town will vote to choose all other town officers, agents and committees not elected by ballot or appointed, or take any other action relative thereto.

ARTICLE 2
REPORTS FROM COMMITTEES
To see if the Town will vote to hear the reports of the Selectmen, Finance Committee, School Committee and any other department or committee and act thereon, or take any other action relative thereto.

ARTICLE 3
CHAPTER 90 GRANT
To see if the Town will vote to accept any and all state highway assistance funds authorized by the state legislature and approved by the Massachusetts Department of Transportation- Highway Division under the so-called Chapter 90 Highway Assistance Program to be expended for the maintenance, repair and construction of Town roads in anticipation of reimbursement under the direction of the Board of Selectmen for work on roads located on the State Aid Primary System as approved by the Massachusetts Department of Transportation-Highway Division, and further to authorize the Treasurer/Collector, with the approval of the Board of Selectmen, to borrow money from time to time during Fiscal Year 2015 up to the reimbursable amount, for the period from July 1, 2014 through June 30, 2015, in anticipation of reimbursement of said highway assistance in conformity with the provisions of Massachusetts General Laws, Chapter 44, Section 6A, or take any other action relative thereto. 

ARTICLE 4
TREASURER/COLLECTOR BORROWING 
To see if the Town will vote to authorize the Treasurer/Collector, with the approval of the Board of Selectmen, to borrow money from time to time in anticipation of revenue for the twelve month period beginning July 1, 2014, in accordance with the provisions of Massachusetts General Laws, Chapter 44, Section 4, and to issue a note or notes as may be given for a period of less than one year in accordance with Massachusetts General Laws, Chapter 44, Section 17, and to authorize the Treasurer/Collector to enter into a compensating balance agreement or agreements for Fiscal Year 2015 pursuant to Massachusetts General Laws, Chapter 44, Section 53F, or take any other action relative thereto.

ARTICLE 5
MGL CH. 60, SEC. 15-DEMAND CHARGES
To see if the Town will vote to increase the charge for each written demand issued by the Collector as authorized under MGL Chapter 60, Section 15, effective as of July 1, 2014, or take any other action relative thereto.

ARTICLE 6
MGL CHAPTER 268A, SECTION 21A
To see if the Town will vote to allow the Board of Assessors to appoint one of its members to a part-time position under their supervision as allowed by MGL Chapter 268A, Section 21A, or take any other action relative thereto.





ARTICLE 7
REVOLVING FUNDS
To see if the Town will vote to authorize revolving funds for certain town departments pursuant to Massachusetts General Law Chapter 44, Section 53E ½ for the fiscal year beginning July 1, 2014, or take any other action relative thereto.

ARTICLE 8
FY 2015 OMNIBUS BUDGET
To see if the Town will vote to raise such sums as may be deemed necessary to pay town charges and expenses for the fiscal year beginning July 1, 2014 and vote to fix salary and compensation of all elected officials of the Town in accordance with the provisions of Massachusetts General Laws, Chapter 41, Section 108, effective July 1, 2014 and make all appropriations for the same, or take any other action relative thereto.

ARTICLE 9
FY 2015 SEWER ENTERPRISE BUDGET
To see if the Town will vote to raise and appropriate, borrow or transfer from Sewer Receipts a Sum of Money for the operations and maintenance of the municipal sewer system for the fiscal year beginning July 1, 2014, or take any other action relative thereto.

ARTICLE 10
FY 2015 WATER ENTERPRISE BUDGET
To see if the Town will vote to raise and appropriate, borrow or transfer from Water Receipts a Sum of Money for the operations and maintenance of the municipal water system for the fiscal year beginning July 1, 2014, or take any other action relative thereto.

ARTICLE 11
LEASE FOR HWB COPIER 
To see if the Town will vote to authorize the Board of Selectmen to enter into a lease contract of up to five years for the Henry Woods Building Copier, or take any other action relative thereto.

ARTICLE 12
TRANSFER BALANCE OF FUNDS
To see if the Town will vote to transfer the balance of funds from Article 14 of the June 18, 2013 Annual Town Meeting and to transfer the balance of funds from Article 15 of the June 18, 2013 Annual Town Meeting to pay for all Town Building Repairs, or take any other action relative thereto.

ARTICLE 13
BUILDING REPAIRS
To see if the Town will vote to raise and appropriate, borrow, or transfer from available funds, a Sum of Money for the purpose of paying for repairs to the town owned building at 50 Main Street, South Barre, or take any other action relative thereto.

ARTICLE 14
COMPUTERS AND IT EQUIPMENT FOR TOWN DEPARTMENTS
To see if the Town will vote to raise and appropriate, borrow, or transfer from available funds, a Sum of Money to purchase computers and Information Technology equipment for various town departments, or take any other action relative thereto.

ARTICLE 15
SOFTWARE UPGRADE FOR TOWN MECHANIC
To see if the Town will vote to raise and appropriate, borrow, or transfer from available funds, a Sum of Money to purchase an upgrade for the maintenance software to allow the Town Mechanic to work on new vehicles, or take any other action relative thereto.

ARTICLE 16
STABILIZATION ACCOUNT
To see if the Town will vote to transfer from available funds a sum of money to the Stabilization Account, or take any other action relative thereto.

ARTICLE 17
REAL ESTATE DISPOSITION
To see if the Town will vote to authorize the Board of Selectmen to sell certain town owned properties, or take any other action relative thereto.




ARTICLE 18
AMENDMENT TO BYLAWS RELATED TO ANIMALS
To see if the Town will vote to amend the Town of Barre Code, General Bylaws, Chapter 11, Animals and Town of Barre Code, General Bylaws, Chapter 67, Non-Criminal Disposition of Bylaw Violations, or take any other action relative thereto.

ARTICLE 19
LITTERING BYLAW-CITIZEN’S PETITION
To see if the Town will vote to amend the Town of Barre Code by adding a new Chapter 81 entitled “Littering” and revise Chapter 67-6 as follows:
	Chapter 81 LITTERING
Any person cited for placing, throwing, or depositing refuse or debris 
(including recyclable and depositable materials and containers), on a pubic
 roadway, sidewalk, park, grounds, or school property, may be subject to a 
fine of up to $100 and to make restitution of public service appropriate to the offense.

ARTICLE 20
ACCEPTANCE OF MGL CH. 90, SEC. 22B
To see if the Town will vote to accept the provisions of Massachusetts General Laws Chapter 90, Section 22B (b) to (k) relative to abandoned vehicles, or take any other action relative thereto.

ARTICLE 21
AMENDMENT TO QUABBIN REG. SCHOOL DISTRICT AGREEMENT
To see if the Town will vote, consistent with Section IX of the existing “Quabbin Regional School District Agreement”, to accept the amendments to said Agreement which have been initiated and approved by the Quabbin Regional School Committee and which have been submitted as a restated Agreement to the Board of Selectmen of each member town prior to the vote on this article, or take any other action relative thereto.

ARTICLE 22
BARRE COMMON ACCEPTANCE OF RIGHT OF WAY PLANS
To see if the Town will vote to accept all Temporary and Permanent easements shown on a plan entitled “Plan of Land Showing Permanent and Temporary Construction Easements Barre Town Common” prepared for the Town of Barre by Chappell Engineering Associates, LLC to be recorded in the Worcester District Registry of Deeds, said plan being filed with the town clerk’s office, or take any other action relative thereto.
ARTICLE 23
BARRE COMMON EMINENT DOMAIN
To see if the Town will vote to authorize the Board of Selectmen to acquire land parcels and or rights in land parcels in all Permanent and Temporary  Easements   shown on a plan entitled “Plan of Land Showing Permanent and Temporary Construction Easements Barre Town Common” prepared for the Town of Barre by Chappell Engineering Associates, LLC, to be recorded in the Worcester District Registry of Deeds, said plan being on file with the town clerk’s office for the purpose of obtaining a secure and public right of way and associated utility and other construction related easements to provide for the construction and roadway safety improvements for the Barre Town Common Project.  Further, that the Selectmen may acquire these parcels, or modification of these parcels or other required parcels through legal means to include donations, purchase or eminent domain, or take any other action relative thereto.

ARTICLE 24
REPEAL OF QUINN BILL
To see if the Town will vote to rescind the acceptance of the provisions of MGL Chapter 410 §108L, entitled “Career Incentive Pay”, voted at the March 11, 1972 Town Meeting and further vote to authorize the Board of Selectmen to Petition the General Court of Massachusetts to permit the Town to rescind acceptance of MGL Chapter 410 §108L, or take any other action relative thereto.












You are directed to serve this Warrant by posting an attested copy thereof in the bulletin boards at Ruggles Lane School, at the Town Hall and 50 Main Street, South Barre and on the bulletin boards of the Town Clerk, Henry Woods Building, and the Barre Senior Center.
 
Hereof, fail not, and make due return of this warrant with your doings thereon, to the Town Clerk at the time and place of said meeting as aforesaid. Given under our hands this  2nd day of June, 2014 A.D.
