PUBLIC HEARING:

Discussion and vote on the proposed changes to the Chatham Historical Commission Rules and Regulations, Section VII. Review of Demolitions Under Chapter 158 of the Town Code; B. Determination of Applicability, so that it now reads: 

The Community Development Department’s liaison to the Commission shall determine whether or not an Applicant’s request is subject to review by the Commission.  In the event that the liaison is uncertain as to whether or not a request should come before the Commission (e.g. the age of the structure is uncertain, alterations are minor or consist of maintenance or repair), the liaison shall request a determination in writing from the Chatham Historical Commission Chair & Vice-Chair.  The Chair & Vice-Chair, (Clerk or other member so designated by the Chair or Vice Chair) shall independently inspect the structure and research available information to make such a determination.  If, after this due diligence, both reviewers agree that the project does not require an application for a full hearing before the Commission, the Applicant will be so notified in writing by a document signed by the reviewers, and the determination placed on the agenda for the next hearing for ratification by the full Commission.  If both reviewers do not agree, the Applicant will be advised to file a complete application for a hearing.

Old Business: 

• Proposed Zoning Bylaw changes to Enhance Historic Preservation – “Final Draft’ Update from continued discussions and comments with PB/ZBA., (Aly Sabatino).

• Former, Stage Island, US Coast Guard Boat House– Preparation/submittal of Form B, Engineering report on potential utilization as upweller.

• Preservation Awards, 2020 – Seeking nominations. January 15, deadline for submission.

• Review of application process/guidelines, submission requirements and adherence to Historical Commission Decisions/Determinations - Review of the process. Schedule date for CHC/Staff meeting


Chairman’s Report:
• Status of Current Demolition Delays.

• 68 Shell Drive, - MHC Letter 10/6/20, accepting National Register of Historic Places “eligibility”- Response in process. Proposed relocation of historic home on property. Cons Com 1//13/21, ZBA 1/28/21. Proposed relocation of historic Barn to Nye Museum Sandwich, awaiting Cons Com demolition permit. 

• Monomoy Theatre Property, 776 Main St, Status of NRD application with MHC, (on hold by owner). HBDC decision to deny demolition of accessory buildings, update on appeal to BOS, 12/22.

• South Chatham Village, Status of NRD application with MHC, (in process at MHC)

Issues on hold due to COVID-19, limitations:
• Archaeological survey of Chatham Cemeteries. Form E’s”
• Update of CHC Town Wide Archaeological Survey/Report/Form “D’s”, with recent archaeological surveys/digs. Nickerson Family Assoc/Conservation Foundation/Atwood CHS, sites.
• Demolition by Neglect/Property Maintenance Bylaws
• Review of Chap 158 bylaw, re current 75year threshold for acceptance
