Brendhan Zubricki:  Presentation of his Town Administrator’s Report for the period December 8th through December 14th, 2018, regarding the following:  
•	Town Building Committee Public Forum Summary
•	Town Administrator Calendar Year 2019 Goals
•	Continued Review of FY20 Operating & Capital Budget Requests
•	Continued Review of Possible Financing Options for School Debt
•	Initial Meeting of Affordable Housing Coalition Under CHAPA Grant
•	Draft Annual Town Meeting Article Topics List Discussion
•	Age & Dementia-Friendly Community and Shared Services Grant Updates

	Approve the weekly warrant in the amount of $.

	Approve the minutes for the Selectmen’s December 10, 2018, Open Meeting and Executive Session. 
	Discussion regarding the Manchester Essex Regional School District’s tentative FY2020 budget proposal.
	Consider a recommendation from the Finance Committee to appoint Allison Williard to the Finance Committee. Sign the appointment card.
	Consider a recommendation from the Finance Committee to appoint Guy Bradford to the Finance Committee. Sign the appointment card.
	Annual Town Meeting:
•	Vote to hold the Annual Town Meeting on Monday, May 6, 2019, starting at 7:30 p.m. at the Essex Elementary School.
•	Vote to open the Warrant for the Annual Town Meeting and accept articles for inclusion in the Warrant until 3:00 p.m. on Wednesday, February 27, 2019.
•	Vote to accept reports for the Annual Town Report until noon on Wednesday, February 6, 2019.
	Review Shellfish Constable’s recommendations concerning fees for various clam licenses.
	Conomo Point Matters:  None.
	Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.

EXECUTIVE SESSION:  
•	Discuss strategy with respect to Collective Bargaining concerning the proposed FY 20 renewal of the American Federation of State, County, and Municipal Employees (AFSCME) collective bargaining agreement.
•	Discuss strategy with respect to Collective Bargaining concerning the proposed FY 20 renewal of the Essex Police Benevolent Association (EPBA) collective bargaining agreement.
•	Discuss the purchase, lease, or value of real property with respect to parcels at 42 Western Avenue, map 129, lot 1; 7 Lane’s Road, map 120, lot 9; 0 Western Avenue, map 129, lot 4; and, 21 Western Avenue, map 129, lot 50.
•	Discussion of pending litigation concerning the case of the City of Gloucester vs. the Town of Essex, Superior Court C.A. No. 17-310C.
•	Discuss draft employment contract for incoming Police Chief.
