Agenda: | Approve the minutes of May 20, 2021 Discussion: Strategy for adding a committee member from the Conservation Commission. Pelham School Playground Upgrade to ADA Standards Pelham PTO has formed a “playground committee” chaired by Venuta Carulli, a parent I will meet with them at the school on Tuesday, June 15 at 3:20, weather permitting, to discuss their strategy and advise them on the CPA application and project execution process. Tracking CPA projects from appropriation to closure: Let’s discuss these steps, make edits, and vote to formalize them as our project management process. Application: The CPC member representing the originating town entity should be an active partner with the applicant. Require enough detail of applicants to trigger inquiries into potential impacts on planning, zoning, conservation, recreation and historic preservation. Details should include input from relevant town boards or committees or commissions. Warrant article: The application should include wording for the warrant article which will eventually be brought to town meeting. Public hearing: The CPC should contact specific individuals directly to inform them of the date and time of the hearing. This is in addition to the public notice of the meeting. Execution of project: The CPC should be kept informed of the progress of the project by the committee member representing the sponsoring board, committee or commission. This includes copies of contracts, invoices, payments and current account balances. Closing of projects: The CPC committee member representing the sponsoring board, committee or commission should inform the CPC when the project is complete and supply final account balances. The CPC should vote to close out any related accounts. Reports on open accounts and/or projects Historic: A plan to salvage the gristmill grinding stone under the flagpole at HRD press. Housing: Can the CPA funds assist Pelham residents that need accessibility upgrades on their houses? 22-24 Amherst Road project: Do all parties understand that qualifying Pelham residents and town employees must have preference for these units? Open space or Recreation: Meeting format going forward: should we stick with Zoom, go back to in-person, or a mix of the two? Future agenda items? |
