6:00 p.m.	Call to Order. 

Brendhan Zubricki:  Presentation of his Town Administrator’s Report for the period October 21, 2023 through November 10 2023, regarding the following:  
•	Affordable Housing Trust Update
•	Economic Development Committee Meeting Summary
•	Public Safety Building – Building Envelope Assessment Report
•	List of Possible Departments/Organizations for Benefactor Donations
•	November 9, 2023 School District Budget Collaboration Group Meeting Summary
•	Fall Town Meeting Motions

7:00 p.m.	Meet with Finance Committee to review FTM motions.

7:30 p.m.	Adjourn to the Fall Town Meeting in the gymnasium at the Essex Elementary School.

•	Approve the minutes for the Selectmen’s October 23, 2023, Open Meeting.
•	Ratify the Chairman’s signature of a contract for a $75,000 Legislative Earmark for Centennial Grove improvements.
•	Ratify the Chairman’s signature of a contract for a Legislative Earmark in the amount of $13,000 for Green Crab Trapping.
•	Ratify the Chairman’s signature of an amendment to the downtown streetlight grant extending the grant by six months.
•	Ratify the action of the Chief of Police with respect to applying for $2,500 in grant funding for the replacement of one of the Town's automated external defibrillator units. 
•	Discuss Northeastern Massachusetts Law Enforcement Council.
•	Authorize the signature outside of a meeting of a no-cost, time-only change order with Pine Ridge Technologies, Inc. on the downtown subsurface lighting preparation project that moves the work completion date out until April 30, 2024.
•	Consider supporting and approving the proposed reconfiguration of the school zone pertaining to the Essex Elementary School with regard to its Western Avenue component, including the relocation of existing “school zone ahead” signs and the installation of flashing, combination school zone signs at the school zone outer limits.
•	Consider a request from the Essex Lions Club to hold their annual Turkey Trot event on Sunday, November 19, 2023.
•	Consider a letter from Scott Energy concerning the accidental cutting of trees on Town property off of Southern Avenue.
•	Review a note from Antonella Muniz concerning public comment regarding the school budget made by Sarah Wolf at the October 23 Selectmen’s meeting.
•	Review final summary of October 20, 2023 School Budget Collaboration Group Meeting.
•	Review Town Planner Dana Menon’s plan for transition to a new Town Planner.
•	Discussion and possible vote concerning settlement of claim against G&R Construction with respect to roof defects at the Public Safety Facility. 
•	Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.

PERSONNEL BOARD:  Consider proposed changes to Council on Aging Director and Outreach Coordinator position descriptions and consider a new position description for a Volunteer and Activity Coordinator.

APPOINTMENTS:  Consider the appointment of Peter Seminara and Rebecca Visnick, who are already appointed as unpaid Deputy Shellfish Constables for mutual aid purposes, to the position of paid Deputy Shellfish Constable contingent upon the passage of drug and medical screening and CORI testing.

•	The next regular Board of Selectmen’s meeting will take place on Monday, November 27, 2023, at 6:00 p.m. in the 3rd floor auditorium of the Town Hall, 30 Martin Street.
•	The Selectmen will meet jointly with the Planning Board on Wednesday, December 6, 2023 at 7:00 p.m. in the Town Hall second floor conference room as part of a zoning review project public forum.
