Town Hall, 3rd Floor Auditorium, 30 Martin Street

This meeting will be conducted in-person, with the public welcome, but will also be made available to the public via remote participation to the greatest extent possible. Members of the public who wish to listen to and/or view the meeting may do so via two-way Video Call (with the option to show yourself on video or not and with the option to use a phone to call in, for two-way audio-only). Please note that while an option for remote attendance and/or participation is being provided as a courtesy to the public, the meeting/hearing will not be suspended or terminated if technological problems interrupt the virtual broadcast or its quality, unless otherwise required by law. Members of the public with particular interest in any specific item on this agenda should make plans for in-person versus virtual attendance accordingly.

AGENDA – OPEN SESSION

6:00 p.m.	Call to Order. 

6:05 p.m.	Police Chief Paul Francis and Part-time Police Officer Meaghan Wonson to discuss her possible promotion to the position of Full-time Police Officer contingent upon her satisfaction of the full-time Police Academy training requirements, and any other requirements of the Police Department.

Brendhan Zubricki:  Presentation of his Town Administrator’s Report for the period July 22, 2023 through August 4, 2023, regarding the following:  
•	Continued Development of Summer Camp/Enrichment Programs RFP
•	Water Filtration Plant Renovation Work Update and Authorization
•	Continued Review of Fall Town Meeting Article Topics
•	Renewal of Licenses Pertaining to Village Restaurant Property

OTHER BUSINESS:
•	Approve the weekly warrant in the amount of $.
•	Approve the minutes for the Selectmen’s July 24, 2023, Open Meeting.
•	Signature of Professional Liability Insurance Renewal Applications for fiscal year 2024.
•	Consider the approval of a building permit application for a porch replacement on leased property at 19 Middle Road (Map 108, Lot 54).
•	Review an invitation to attend the September 20 meeting of the Manchester Essex Rotary Club, starting at 6:30 p.m. in the auditorium of the Essex Town Hall.
•	Possible discussion and/or counter-signature of purchase and sale agreements for Gregory Island properties.
•	Review a letter from Diana Gertsch regarding the possible scheduling of a Town-wide cleanup in the fall of roadsides and neighborhoods.
•	Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.

AGENDA – EXECUTIVE SESSION

•	Discussion with respect to the sale of real property on Gregory Island.
•	Discussion regarding ongoing dispute with regard to the defects in the roof at the new Public Safety Facility and strategy for potential litigation with respect thereto. Executive Session expected pursuant to G.L. c. 30A, §21(a)(3).
