Pursuant to Governor Baker’s June 16, 2021 signing of an Act relative to extending certain COVID-19 measures adopted during the State of Emergency including the extension of his March 12, 2020 Order suspending certain provisions of the Open Meeting Law, G.L. c. 30A, § 20 until April 1, 2022, this meeting of the Chatham Historical Commission is being conducted via remote participation.

Review of CPC Applications:
1.Chatham Historical Society/Atwood House – Roofing & Siding Restoration
2. Chatham Historical Commission/Community Development- Update to the 2009 Chatham Town Wide Archaeological Reconnaissance Survey.
3. Chatham Historical Commission/Community Development-Preparation and Submission of a National Register of Historic Places, Determination of Eligibility, (DOE) for the Anne and William Nickerson Homesite in Chatham.
4. Marconi RCA Historic District - Preservation Repairs to Lattice Towers.
Old Business:
• Update, Preservation Awards FY22.
• Archaeological survey of Chatham Cemeteries Form E’s” – Steve Burlingame update, discussion with Craig Chartier. Possible CPA Grant Request.
• Update of CHC 2009 Town Wide Archaeological Survey/Report/Form “D’s”, Nickerson Family Assoc./Conservation Foundation/Atwood CHS sites, discussions with PAL. MHC, FY22 Survey & Planning Grant Cycle. Letter of Intent submitted to MHC 11/17/21and denied 12/10/21. Chatham CPA Grant Request in Process
• Nickerson Family Association Site – National Register Listing Process, discussions with PAL. CPA Grant Requests.
• Adherence to Historical Commission Decisions/Determinations. Process and options (fines) for noncompliance of determinations. (Awaiting Town Counsel review/opinion).
• Demolition by Neglect/Property Maintenance Bylaws Review – Stephanie Hamilton/Aly Sabatino.
• Proposed Zoning Bylaw changes to Enhance Historic Preservation – Aly Sabatino. Public Input Session 2/1/2022.
• South Chatham National Register District Nomination. Update on status of April 12, 2021, MHC Correspondence requesting response to comments on – Revised application completed, submitted to MHC, Stakeholder’s meeting – Fall 2021/Spring 2022.
Chairman’s Report:
• Correspondence - MHC Letter 12/10/2021, 1/3/2022 Seufert email
• Status of Current Demolition Delays
• Status of Current Administrative Reviews & Ratification: 117 Shattuck Place – Determination of age of shed/garage.
• Status on 68 Shell Drive – 11/18/2021 ZBA Meeting, Approval for renovation/restoration of historic home on property, by owner. Proposed relocation of historic Barn, Nye Museum Sandwich, will step aside and allow Nickerson Family Assoc. to relocate it to NFA property in process…CPC application presented 1/3/2022
• Monomoy Theatre Property - 776 Main St, Status of NRD application with MHC, (on hold by owner). Subdivision request to PB on 9/27 – the five (5) lot Definitive Subdivision plan was approved by the Planning Board on 10/25/2021. Subdivision plan endorsed by the PB on 12/13/2021.
Issues on hold due to COVID-19, limitations:.
• Review of Chapter 158 bylaw, re: current 75-year threshold for acceptance.
• Development of Preservation Plan.
• Administrative Review Process, expansion in future on the determination of Historical Significance.
• Former, Stage Island, US Coast Guard Boat House– CPA Funding for return to Chatham, approved, Design for utilization as upweller in process. Necessary repairs to close for winter storage.
