AGENDA – OPEN SESSION

6:00 p.m.	Call to Order. 

6:05 p.m.	Brooke Friedrich - Sign paperwork associated with refunding of the Pond Street Water Project bond.

6:10 p.m.	Janet Carlson and Simone Early regarding the Apple Street project. Also, see letter from John Corcoran on same subject.

6:20 p.m.	Police Chief Paul Francis to discuss annual car show.

6:30 p.m.	Public Hearing regarding Dynamic Auto Brokers, 147 Eastern Avenue, Charles Coles and Mark Gallagher.

7:00 p.m.	Public Hearing regarding potential changes to personnel rules and regulations.

Brendhan Zubricki:  Presentation of his Town Administrator’s Report for the period June 18, 2022 through July 8, 2022, regarding the following:

•	Old Fire/Police Station Site Restoration Project Update
•	Solid Waste and Recycling Services Future Contract Costs Update

•	Approve the weekly warrant in the amount of $.
•	Vote to exempt from Section 20 of Chapter 268A of the General Laws, the contracts and amounts for the individuals listed below contained within the 06/23/2022 warrant pursuant to subsection (d) of said Section.

•	Vote to approve an M.G.L. Chapter 44 Section 33B transfer in the amount of $4,000.00 from Fire Department Radio Pagers to Fire Fighters Salaries.
•	Approve the minutes for the Selectmen’s June 20, 2022 and June 27, 2022 Open Meetings, and for the June 20, 2022 Executive Session.
•	Approve an application to the 2022 Gap III Energy Grant and sign all necessary paperwork.  The grant proposal is to assist with purchasing costs of new, energy-efficiency improvements to the water plant and sewer pump stations. Specifically a new boiler heater for the water plant, and Variable Frequency Drives at the sewer pump stations.
•	Ratification of letter of support from the Massachusetts Public Health Association regarding improved regional transit.
•	Consider a request from Diane Koch, Chair of the Board of Library Trustees, to allow Debbie French to carryover 77 vacation hours to FY2023.
•	Acknowledge the appointment of Michele French as the Essex Housing Authority’s representative to the Community Preservation Committee.
•	Vote to accept a donation in the amount of $5,000.00 to the Police Department to be used for work pertaining to overdose aftercare to include salaries, supplies, and training.
•	Approve a request from the 1st Presbyterian Church of Ipswich to rent Centennial Grove for their annual outing on Sunday, July 24, 2022, between the hours of 2:30 pm and 7:00 pm.
•	Signature of successor collective bargaining agreement with the American Federation of State, County, and Municipal Employees (AFSCME), Local 2905, AFL-CIO.
•	Consider prohibiting boat trailer parking between the end of vehicle-only wheel stop parking and the decorative anchor along the riverfront section of Conomo Point Road.
•	Consider a request from John Bediz for permission for him to remove an ant-damaged tree from his leased property at 187 Conomo Point Road (Map 108, Lot 70).
•	Consider a request from the Eastern Essex Veterans’ District for Essex to become a Purple Heart Community.
•	Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.
