This meeting will be conducted in-person, with the public welcome, but will also be made available to the public via remote participation to the greatest extent possible. Members of the public who wish to listen to and/or view the meeting may do so via two-way Video Call (with the option to show yourself on video or not and with the option to use a phone to call in, for two-way audio-only). Please note that while an option for remote attendance and/or participation is being provided as a courtesy to the public, the meeting/hearing will not be suspended or terminated if technological problems interrupt the virtual broadcast or its quality, unless otherwise required by law. Members of the public with particular interest in any specific item on this agenda should make plans for in-person versus virtual attendance accordingly.

6:05 p.m.	John & Terry Tremblay to provide a quarterly report on BB Botanics.

6:15 p.m.	Maria DiStefano to present economic development programs available through the Massachusetts Office of Business Development and its partners.

6:30 p.m.	Martin Pillsbury of the Metropolitan Area Planning Council to present the Town's update of its Hazard Mitigation Plan and to take public input thereon.

7:00 p.m.	Quarterly Department Head Meeting

Brendhan Zubricki:  Presentation of his Town Administrator’s Report for the period September 30, 2023 through October 20, 2023, regarding the following: 
•	Economic Development Committee Meeting Summary
•	Contract for Summer Camp and Youth/Adult Enrichment Services

•	Approve the weekly warrant in the amount of $.
•	Approve the minutes for the Selectmen’s October 2, 2023, Open Meeting.

•	Consider a proposal from a high school student for a community garden and curbside recycling.
•	Possible execution of an employment contract with the incoming Town Accountant.
•	Continued discussion regarding the Conservation Commission’s desire to be represented by separate legal counsel, the continued development of a wetlands and storm water bylaw, and the search for a Conservation Agent solution.
•	Additional discussion about an assertion by an abutter to the Essex Senior Center with respect to the location of the common property line and possible discussion regarding the resolution of the matter.
•	Fall Town Meeting:
o	Vote to hold the Fall Town Meeting on Monday, November 13, 2023 at 7:30 p.m. at the Essex Elementary School;
o	Vote to open the warrant for the November 13, 2023 Fall Town Meeting;
o	Vote to add articles for the November 13, 2023 Fall Town Meeting per the draft warrant presented at this meeting, or as revised (which is attached hereto);
o	Vote to close the warrant;
o	Vote to approve the warrant;
o	Vote to sign the warrant at or outside of a meeting (if revisions are necessary).
•	Vote to approve a request from Shea’s Riverside Restaurant & Bar to close for cleaning and repairs from October 15, 2023 to approximately April 15, 2024.
•	Vote to accept the resignation of Shelly Bradbury from the Affordable Housing Trust and from the Economic Development Committee, effective immediately.
•	Vote to ratify the Board’s vote on 10/2 to assign the parking and dumpster license formerly granted to INCA NBPT, LLC to STUCOR, LLC. 
•	Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.
