This meeting will be conducted in-person, with the public welcome, but will also be made available to the public via remote participation to the greatest extent possible. Members of the public who wish to listen to and/or view the meeting may do so via two-way Video Call (with the option to show yourself on video or not and with the option to use a phone to call in, for two-way audio-only). Please note that while an option for remote attendance and/or participation is being provided as a courtesy to the public, the meeting/hearing will not be suspended or terminated if technological problems interrupt the virtual broadcast or its quality, unless otherwise required by law. Members of the public with particular interest in any specific item on this agenda should make plans for in-person versus virtual attendance accordingly.

AGENDA – OPEN SESSION

6:00 p.m.	Call to Order.

7:00 p.m.	Town Counsel to discuss a legal matter (see Executive Session).  

Brendhan Zubricki:  Presentation of his Town Administrator’s Report for the period November 11, 2023 through November 24 2023, regarding the following: 
•	Possible Manchester Essex Regional School District Operations Review
•	Approval of Fiber Optic Spur Contract for Centennial Grove
•	Approval of Light Pole, Fixture, Control, and Accessory Order
•	Approval of Lighting System Installation Order
•	Centennial Grove Restroom Modular Construction Bid Process
•	Quotations for Downtown Landscaping Maintenance for 2024
•	Apple Street Project MVP Grant Status Update Meeting Summary
•	Debrief Concerning Unsuccessful Rural and Small Town Grant

OTHER BUSINESS:
•	Approve the weekly warrant in the amount of $.
•	Approve the minutes for the Selectmen’s November 13, 2023, Open Meeting.
•	Authorize the signature of an Intermunicipal Agreement of Memorandum of Understanding with the Town of Georgetown to supply Conservation Agent Services, either at or outside of the meeting.
•	Consider again offering for sale several vacant, Town-owned lots on Gregory Island, including setting minimum pricing and whether any restrictions are to be placed on the sales.
•	Review a replanting plan submitted by Laurel Lane LLC with respect to reestablishing trees that were accidentally cut down on Town property.
•	Discussion and possible vote concerning settlement of claim against G&R Construction with respect to roof defects at the Public Safety Facility. 
•	Authorize a contract for improvements at the Essex Senior Center using the recent Fall Town Meeting appropriation for this purpose.
•	Consider a request from the Board of Health to install Nalox Boxes on various parcels of Town property using funding provided by the National Opioid Settlement.
•	Consider a request from the Marjorie D. Lane Family Trust, Virginia Lane, & Heidi Lane to transfer the lease for 9 Middle Road (Map 108, Lot 58) to Larisa Collins and Sanjeev Kumar Reddy Bollam.
•	Vote to appoint Quincy Carvino to the position of Firefighter/EMT contingent upon a CORI check, with a drug and medical screening at the discretion of the Fire Chief for a partial 1-year term, ending 6/30/2024.
•	Vote to appoint Brandon Mason to the position of Firefighter contingent upon a CORI check, with a drug and medical screening at the discretion of the Fire Chief for a partial 1-year term, ending 6/30/2024.
•	Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.

•	The Selectmen will meet jointly with the Planning Board on Wednesday, December 6, 2023, at 7:00 p.m. in the 3rd floor auditorium of the Town Hall, 30 Martin Street for a public forum concerning the next steps in the Zoning Bylaw review project.
