This meeting will be conducted in-person, with the public welcome, but will also be made available to the public via remote participation to the greatest extent possible. Members of the public who wish to listen to and/or view the meeting may do so via two-way Video Call (with the option to show yourself on video or not and with the option to use a phone to call in, for two-way audio-only). Please note that while an option for remote attendance and/or participation is being provided as a courtesy to the public, the meeting/hearing will not be suspended or terminated if technological problems interrupt the virtual broadcast or its quality, unless otherwise required by law. Members of the public with particular interest in any specific item on this agenda should make plans for in-person versus virtual attendance accordingly.

AGENDA – OPEN SESSION

6:00 p.m.	Call to Order. 

6:05 p.m.	Jeff Soulard regarding the Town’s capacity to fund the fiscal year 2025 Manchester Essex School District budget.

6:20 p.m.	K D Montgomery - Discussion regarding approval of a Cultural District Investment Grant application by the Essex Historical Society and Shipbuilding Museum.

6:30 p.m.	Ann Buckley and Kristin Crocket from the Council on Aging to discuss the proposed funding of an in-depth survey on the demographics of the senior citizenry and proposed job description changes.

Brendhan Zubricki:  Presentation of his Town Administrator’s Report for the period August 19, 2023 through September 8 2023, regarding the following:  
•	Decorative Street Lighting Project Update
•	Additional Retiree Health Insurance Offering
•	School Budget Collaboration Group Meeting Summary
•	Review of Draft Fall Town Meeting Warrant
•	Further Review of Boundary Between Senior Center Property and Abutter

OTHER BUSINESS:
•	Approve the weekly warrant in the amount of $.
•	Approve the minutes for the Selectmen’s August 21, 2023, Open Meeting.
•	Consider a request for Conomo Point parking passes for a film production company for six vehicles between now and February, 2024, possibly with a fee.
•	Discussion regarding a lifeguard parking placard at Conomo Point starting summer of 2024.
•	Continued review of draft mobile vendor policy.
•	Reconsider the sale of Lot 44 on Gregory’s Island.
•	Sign release deeds associated with the sale of Town-owned lots 26, 29, 41, and possibly 44 on Gregory Island (either at the meeting or outside of a meeting, if necessary), contingent on receiving final approval from Town Counsel.
•	Consider conducting a new procurement process for the sale of five to six Town-owned parcels on Gregory Island, including minimum pricing and whether restrictions will be required.
•	Discuss granting additional access to Town Counsel for the Conservation Commission to continue to refine the draft Conservation Bylaw that may be considered at the Annual Town Meeting in May of 2024.
•	Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.
