This meeting will be conducted in-person, with the public welcome, but will also be made available to the public via remote participation to the greatest extent possible. Members of the public who wish to listen to and/or view the meeting may do so via two-way Video Call (with the option to show yourself on video or not and with the option to use a phone to call in, for two-way audio-only). Please note that while an option for remote attendance and/or participation is being provided as a courtesy to the public, the meeting/hearing will not be suspended or terminated if technological problems interrupt the virtual broadcast or its quality, unless otherwise required by law. Members of the public with particular interest in any specific item on this agenda should make plans for in-person versus virtual attendance accordingly.

6:00 p.m.	Call to Order. 

7:00 p.m.	Finance Committee to meet to discuss their recommendations as they pertain to the Manchester Essex Regional School District operating and capital budgets for FY24, and long term recommendations.

OTHER BUSINESS:
•	Approve the weekly warrant in the amount of $.
•	Vote to exempt from Section 20 of Chapter 268A of the General Laws, the contracts and amounts for the individuals listed below contained within the 06/01/2023 warrant pursuant to subsection (d) of said Section.

•	Approve the minutes for the Selectmen’s May 18, 2023, May 22, 2023, and May 25, 2023 Open Meetings; and, May 25, 2023 Executive Session.
•	Vote to accept a letter of resignation from Alva A. Ingaharro as representative to the North Shore Agricultural & Technical School.
•	Vote to sign the reapplication for a transfer of license for J.T. Farnham’s. (The previous two were incorrectly completed.)
•	Ratify the Town Administrator’s sign-off on a building permit application to replace windows and one door on an enclosed porch at 130 Conomo Point Road (property leased by Dan Mayer, Map 108, Lot 65).
•	Vote to ratify and sign an MGL Chap. 44, Sec 33B transfer in the amount of $9,000 from the Building Inspector Clerical budget to General Legal.
•	Vote to ratify and sign an MGL Chap. 44, Sec 33B transfer in the amount of $8,000 from the Part-time Planner budget to General Legal.
•	Vote to ratify and sign an MGL Chap. 44, Sec 33B transfer in the amount of $2,000 from the Appeals Board Expense budget to the Appeals Board Clerical budget.
•	Consider whether the Board wishes to appeal the decision of the Manchester Essex Regional School Committee to withhold certain elements of class and section data.
•	Sign the Small Business Week and Person of the Year Proclamation to be presented on Monday, June 12, 2023, at Woodman’s from 5 to 7..
•	Vote to ratify the Town Administrator’s signature on a Reserve Fund Transfer request in the amount of $10,000 to the General Legal budget.
•	Vote to ratify the Town Administrator’s signature on a Line Item Transfer request in the amount of $3,500 from Blanket Insurance to the Town Hall Elevator Inspection/Maintenance budget.
•	Consider a student request to install bike racks at school bus stops.
•	Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.

LICENSING:
	One-Day Entertainment License:
•	Greater Cape Ann Chamber of Commerce, Essex River Day, for use on Saturday, June 17, 2023 (Rain date 6/18/23), between the hours of 4 p.m. and 9 p.m., within the confines of Shepard Memorial Park, one local band-Brick House, 1-2 food trucks, and children’s games by Ipswich YMCA, amplified music and Essex Radio announcements.
•	Greater Cape Ann Chamber of Commerce, Essex Clam Fest, for use on Saturday, October 21, 2023 (Rain date 10/22/23), between the hours of 11 a.m. and 4 p.m., within the confines of Shepard Memorial Park, amplified music by local bands and Essex Radio announcements.
One-Day Wine & Malt License:
•	Greater Cape Ann Chamber of Commerce, Essex River Day, for use on Saturday, June 17, 2023 (Rain date 6/18/23), between the hours of 4 p.m. and 9 p.m., within the confines of Shepard Memorial Park.
