NOTE: Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §18, and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting of the Athol Board of Planning and Community Development will be conducted via remote participation. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting can be found on the Town’s website, at www.athol-ma.gov.

III.	Approval Not Required (ANR) Plan: John J Cox, Jr. and Tracey Jean MacDonald property located off of Old Keene Road (Map 1 Parcel 5)

IV.	Discussion and Consideration of Proposed Amendments to the BPCD-sponsored Section 3.24, Ground-Mounted Solar Photovoltaic Installations  Zoning Bylaw (Article #5); any amendment would be in the form of Motion on Town Meeting Floor

V.	Warrant Article Review and Vote to recommend or not to recommend the following article for matters concerning the physical, economic, and environmental development of the Town for the October 19, 2020 Annual Town Meeting Warrant: 

•	Article 2 (note recommendations on all zoning-based articles were addressed at the Sept. 23rd 2020 BPCD meeting)

VI.	Review and Discussion of upcoming / future planned BPCD work program on zoning and master planning projects

VII.	Discussion of continuing to hold BPCD meetings via Zoom or to return to in-person meetings at the Town Hall

VIII.	Anticipated Upcoming Meetings: Topics for next regular committee meeting date (Note: the regular monthly November BPCD meeting will on Tuesday, November 10, 2020) discussed: potential new permit applications public hearings and other topics planned for discussion.
