NOTE: Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §18, and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting of the Athol Board of Planning and Community Development will be conducted via remote participation. Public Hearing, 7:10 pm Proposed amendments to the Athol Zoning Bylaw: Amendment to Section 3.24.16, Temporary Ground-Mounted Solar Photovoltaic Installations Moratorium, per Citizen Petition for extension of said Moratorium until October 31, 2021 or until such time as the Town adopts Zoning Bylaw amendments that regulate said use, whichever occurs earlier.

IV. Warrant Article Review and Vote to recommend or not to recommend the following articles for matters concerning the physical, economic, and environmental development of the Town for the September 14, 2020 Annual Town Meeting Warrant: 

     Articles 21, 23, 27, and 31

V.	Ground-mounted solar photovoltaic installation zoning bylaw amendments discussion  

VI.     Battery energy storage system zoning discussion 

VII.         Elimination of Floor Area Ratio requirements zoning bylaw amendments discussion

VIII.	Anticipated Upcoming Meetings: Topics for next regular committee meeting (October 7, 2020) discussed: potential new permit applications public hearings and other topics planned for discussion.  Special meeting scheduled for Wednesday, Sept. 23rd: Public Hearing for October 19th Town Meeting Zoning Bylaw Amendments Warrant Articles.
