Discussion & possible vote to renew support for the CC MPZ School Street LLC application for the redevelopment of the Baldwinville School. Adjourn This agenda is subject to change ** additional information regarding agenda article 1. : The Templeton Historical Commission will be calling a meeting at 7pm on December 20, 2022, to consider renewed support for the CC MPZ School Street LLC’s application. This is an annual application requirement in order that they may receive the Historical Rehabilitation Tax Credit for the redevelopment of the Baldwinville School, a proposed 54 unit mixed-income housing community located at 16 School Street in Templeton, MA As was proposed earlier last year by the Town of Templeton Historical Commission to Brona Simon, Executive Director, Massachusetts Historical Commission. ‘The CC MPZ team has worked with the community and local municipal leaders to create a development program reflective of the goals of the town and its residents. The current Historical Rehabilitation Tax Credit application to MHC is to ensure that rehabilitation plans for the Baldwinville Building associated open space improvements and the creation of 54 units of mixed-income and affordable housing meets the requirements of the MHC. In the end, the building and the new addition will serve as affordable housing. In addition to the housing, there will also be community space which will be available for public use, additional green space and resident/visitor parking. The proposed scope of work calls for the careful rehabilitation of the building’s masonry, including selective repair or in-kind replacement and restoration of the brick and cast stone masonry. The existing aluminum replacement sash will be replaced with the historically appropriate, matching muntin patterns, aluminum clad-wood sash. The primary interior spaces, including the hallways, classrooms and staircases will be retained and incorporated into the proposed residential design. The MPZ/Capstone proposed development will create an opportunity to bring new residents into the town and/or give those already living in Templeton an opportunity to relocate or downsize. The development will revitalize a currently underutilized town asset. Its residents will be able to live, work and play, all within walking distance of their homes. The development will help infuse the surrounding neighborhood with new life and help the town realize increased economic development and housing growth proximate to Baldwinville Center. This project will have a significant impact on Templeton's overall economy and reinvigorate what was once a vibrant location with a new use.
