TOWN OF ESSEX PLANNING BOARD AGENDA — WEDNESDAY, MAY 24, 2023

The Public Meeting of the Planning Board will be held at the Essex Town Hall,
3rd Floor Auditorium, 30 Martin Street at 7:00 PM

Please note that while an option for remote attendance is being provided as a courtesy to the public, the meeting/hearing will not be suspended or terminated if technological problems interrupt the virtual broadcast or its quality, unless otherwise required by law. Members of the public with particular interest in any specific item on this agenda should make plans for in-person versus virtual attendance accordingly.

This is a special meeting of the Planning Board, and regular Board business will not be considered.  The meeting is joint with the Board of Selectmen, and Metropolitan Area Planning Council (MAPC) representatives will be in attendance as the Town’s consultant for the zoning bylaw update project and will lead the meeting discussions.

AGENDA ITEMS PROVIDED BY THE MAPC (w/ EPB):

•	Recap April 12 Public Forum and review feedback received from engagement exercises and online survey

•	Discuss potential bylaw amendments and/or updates
o	Options for codifying the General Use District including options using Form-Based Code elements
o	Options for creating a Use Table, including how Special Permit requirements can be used
o	Options for creating a Dimensional Regulations Table
o	Additional Special Permit categories

•	Engagement Update
o	Zoning Ambassadors work session recap and next steps
o	Prepare for next community forum, which will focus on getting feedback from residents and property owners, re: 1) codifying General district; 2) specialized zoning districts; 3) creating use and/or dimensional regulations table and 4) additional Special Permit categories
