Call to Order.  

Open Meeting at 6:30 PM  

A. Citizen Comments- (3 minutes each -total time limited to 15 minutes)  

B. TA Updates  

   a. Update Route 101S 

   b. Update Water Sewer Retained Earnings June 30, 2023 

   c. Open Space and Recreation Plan 

   d. Toys for Tots Location at DPW 

C. Adopt an Island Program-  

   a. Request by Caforio Landscaping (High St. Island) to extend the adoption period from May 1 through October 15 to April 1 through November 30 

   b. Recognition of caretaker of the S. Maple St. Island 

D. Two Park Pollinator Signs- vote to authorize payment to Expressive Prints ($36.). 

E. Winchester Park Survey- vote to allocate $9800 to survey parcel 51. 

F. Concerned Neighbors of Winchester Park Plans 

G. Complete Streets Prioritization Plan Update- Cost estimates and inclusion of new/revised projects. Estimated cost is $5000. Vote required. 

H. Wayfinding Grant Award –Ashburnham awarded $25k for technical assistance with creating a wayfinding and branding system for the village center, and directions from the town center to surrounding natural resources and trails. 

I. Brief Summary of Anne Gobi Rural Report- Event 10/2 

J. Public Hearing November 15th (Upper Meeting RM) 6:30pm for Bylaw changes to be on STM. 

K. Approval of Minutes- 7-17-23, 9-5-23, 9-14-23, 9-18-23, 10-2-23 

L. Other Business

   a. Next Regularly Scheduled Select Board Meeting will be November 20, 2023, 6:30 pm
