7:30 p.m.  	Mr. Tom Daniel to speak about affordable housing programs via his perspective as City of Salem Director of Planning and Community Development
8:15 p.m.	Mr. Andrew DeFranza of Harborlight Community Partners to speak about affordable housing programs and projects  
•	Approval of minutes from AHT meeting of March 6, 2023
•	Community Preservation funding recommendation for Annual Town Meeting
•	Consideration of the North Shore HOME Consortium as a possible future source for affordable housing funding
•	Discussion regarding possible future Special Legislation for local property tax breaks for property owners who operate and maintain properties that qualify as affordable housing in perpetuity and which are therefore on the Town’s Subsidized Housing Inventory (SHI)
•	Discussion of AHT’s possible criteria for preference in affordable housing projects (i.e. local preference, veterans, 55+, seniors, etc.)
o	What is required under State and Federal fair housing laws?
o	Establishment of an Affordable Housing Marketing Plan
o	Degree of emphasis placed on the Town’s SHI
•	Continued discussion with respect to a possible initial affordable housing project 
o	Possible use of Town-owned property 
	30 Apple Street (Town will soon own) 
	31 Apple Street (contingent upon whether Town Meeting authorized the purchase on April 10, 2023) – including possible rehabilitation of a dwelling that already exists on the parcel 
o	Voluntary conversion by existing, private owners – possible assistance from Town Counsel to private owners with respect to developing appropriate deed restrictions
o	Discuss specific private properties that may have potential for conversion
•	Acknowledgement of $1,000 cash gift to the Trust from Ms. Susan Evans
•	Items that were not apparent to the Chair at least 48 hours prior to the meeting posting deadline
